McVitie's Jaffa Cakes
Definitely not a biscuit, the McVitie's Jaffa Cake is often consumed in similar circumstances; with a cup of tea, as a mid-afternoon snack, as part of a lunch-box taken to work/school, etc
Consisting of a small sponge base, topped with a sharp, tangy orange jelly and half-coated with chocolate they are light, extremely tasty and (after a long legal process) comprehensively not a biscuit (for UK tax purposes).
